[citation] "Because of the difficulty one might find in defining a bilingual person, some authors started to talk about degrees
or levels of bilingualism. McCarty (2014) defines five levels of bilingualism: individual, family, societal, school and disciplinary.
Bilingualism at school level refers mainly to bilingual education. According to McCarty (2014), “bilingual education generally
means teaching in two languages to some extent”. The proof of effectiveness of a bilingual program lies in the extent to which
the students become or continue to be bilingual as a direct result of the curriculum. They learn not only a second language; they
study all subjects in their mother tongue and in the foreign language, and they are able to read, write and speak in both languages."

"Analysis of recent researches and publications. Steve McCarty, professor from Osaka Jogakuin University claims
bilingualism to be the study of languages in contact, typically in situations where people from different linguistic
and cultural backgrounds share the same space. He analyzes bilingualism into four levels: individual, family,
societal, and school levels [8]. Bilingual education is bilingualism at the school level. It is not to be confused with
bilingual child-raising [7], such as speaking two languages to an infant systematically at home, which is bilingualism
at the family level. Bilingual education should involve teaching in two or more languages in a school, that is, more
than one language as the medium of instruction for students to learn regular school subjects."

According to McCarty (2014), ‘the various types of bilingual education in the world reflect the role
of different languages in each society and the purposes, decided at the government or local level,
that languages serve in their educational system and society’.
McCarty [2012] argues that the following ‘weak forms can be accepted as types of bilingual education mainly
in the sense that having one dominant and one weaker language is a type of bilingualism’.

"McCarty (2007) posits that to be global means one has to interface with more than one country and with representatives from developing and developed countries. He claims that the goal of the globalized classroom is to empower students with new ideas and technology, not to change the culture of the learners."

"Osaka Jogakuin College in Japan became the first educational institution to provide mobile learning devices (i.e.
iPods) to their students to assist in English learning (McCarty, 2005). This success was soon followed by the
initiative of Duke University in the United States to provide all first year students with iPods (Belanger, 2005)."

Steve McCarty ... adds, "if the Net were more like TV, a centralized monopoly of few-to-all
