Global Communications in a Graduate Course on Online Education at the University of Tsukuba

This 30-page paper describes an intensive course on the theory and practice of online education.
It is entitled "Online Education in Theory, Practice, and Applying the Internet to English Education"
based out of Japan's National University of Tsukuba Graduate School of Education. This report provides
illustrations of password-protected virtual learning environments to demonstrate available technologies
that are available for international communication. This course took place from February 16-20, 2004.
A number of online education experts in the U.S., England, Malaysia and Brazil participated through the
Internet as mentors, engaging the graduate students in audioconferences, chats and other forms of
Web-based communication. The report describes synchronous and asynchronous (not real-time)
Internet voice technologies by Wimba and HorizonLive as integrated into WebCT learning management
systems in Australia and the United States. According to the report, discussions of online pedagogy
helped the students turn from "skepticism about distance education to enthusiastic appreciation of
online education." Students described being most impressed by real-time communications with mentors
abroad in their target languages. They also described appreciating ongoing access of the instructor's
projection screen which allowed them to experience new technologies easily. This report includes a
number of colorful illustrations that can serve as tutorials for virtual learning environments that are

Steve McCarty of the World Association for Online Education (WAOE) in March 2005 reported from Japan
that the Sloan Consortium defines "online" as "having at least 80% of the course content delivered online
(<http://www.sloan-c.org/publications/books/volume5.asp.) Blended education courses are defined as
having between 30% and 80% of the course content delivered online." He said that there is a great distinction
between online courses and online education. The greatest confusion seems to be caused by conflating
distance education with online education, which can have the instructor with the students face-to-face
while opening up the class to the world through the Internet. In his view, Web-enhanced courses are,
to that extent, utilizing online education for all sorts of educational activities online, including learning
about other cultures and for continuing professional development among colleagues.

Taking contexts into account

E-learning and foreign languages is a field of study which features major issues as regard cultural, disciplinary
and temporal contexts in which it is applied. Steve McCarty, Professor at Osaka Jogakuin College in Japan and
President of World Association for Online Education (WAOE) raises concerns about the benefits of e-learning
and English as a Foreign Language. His research paper called “Cultural, Disciplinary and Temporal Contexts
of e-Learning and English as a Foreign Language” is useful to identify problems in the use of computers as
positive learning materials. His experience as an English teacher in Japan proves that e-learning good practices
cannot be generalised and taken for granted. Teaching across cultures reveals that such and such practices
cannot be welcomed samely by two different cultures. The disciplinary and cultural contexts are various and
different as regard e-learning and English as a foreign language. A student from England and a student from
Japan cannot adopt the same approach towards e-learning and learning a foreign language because their
cultural and learning background is different. They have different assumptions and customary learning styles
and one way of learning might be motivating for one but not for the other. And motivation is the key to ensure
positive outcomes in terms of learning. For example he explains that Japanese cannot enjoy an online chat or
conference as another student from a different culture would. As Japanese people are more reserved and not
used to speak out about themselves it is difficult for them to consider this e-learning material as productive
and transformative. Also he says for example that “Japanese use information technology (IT) to enter a
fantasy world” while “Fins see it more as a practical tool.” Conceptions about new technologies strongly diverge
from one culture to another and therefore it is impossible to apply any practices in the same way.

最近知た言葉なんですが、これはかなりe-Learningに影響を与えそうです。
すでに米国ではPodCastingのe-Learning利用が普及し始めているようです。
下記は Education Podcasting Networkによるe-LearningのサイトURLです。

このサイトの説明によると「PodCastingとは、ブログとラジオ放送をミックスし
たようなの」とのことです。一部にはPodCasting=i-Podでしか使えないのという
誤解がありますが、そんなことはありません。MP3プレーヤーであれば何でも使えま
すし、PCで聞くのであればそれすら必要ありません。
ちなみに上記サイトで日本語の教育をしているのは、なんと以前お会いしたこと
のあるSteve McCartyさんでした。
わざわざ重い動画なんて使ずに、講義の音声ファイルだけを使うというのも一
つの考え方だと思いませんか?

Introduction:
Diem (2005) provides a useful introduction to podcasting and its applicability to Teaching English as a Foreign Language (TEFL).
This article starts with a brief historical background on the trends leading to the popularization of podcasting or the sudden
prominence of Internet audio. Supporting Web services such as dynamic directories of podcast sites and iTunes are shown to
contribute to this popularization. Specific examples are presented: the BlogMatrix podcast hosting site, the podcasting blog
“Japancasting,” and the “Spoken Libraries” project of the World Association for Online Education. There is also the little-known
story that the first school in the world to give iPods to all students was not Duke University but rather Osaka Jogakuin College
in Japan, where podcasting is therefore particularly made to order.
